Project Description
The project aims to foster the capacity of the research & development human resources at Ventspils University of Applied Sciences (VUAS) and Vidzeme University of Applied Sciences (ViA) in line with the smart specialization and the strategic specialization of the universities by developing doctoral-level studies, supporting renewal of scientific personnel, and maintaining competitive human resources capable of contributing to the transformation and knowledge transfer within Latvian economy.
The project’s objective is to intensify the involvement of doctoral grant recipients in the academic and scientific community by employing them in work primarily related to their scientific research and dissertation topics. This will foster the piloting and adaptation of innovations in practice and increase of the competitiveness of the doctoral students.
Supporting doctoral research through collaboration with university-industry partners and experts from other universities will enable doctoral students to integrate the latest industry, applied or or fundamental research innovations into their dissertations. This, in turn, will ensure that their research remains relevant and significant, thereby facilitating their career development.
The project will provide ERDF support for doctoral students’ employment at universities by covering salaries and necessary research funding for eight doctoral grant recipients: four at VUAS and four at ViA. By December 31, 2029, at least 1.25 full-time equivalent (FTE) research positions will be established for the participating doctoral students. These newly created research positions will be maintained for at least one year after the support period ends.
Project no. 1.1.1.8/1/24/I/001 “VeA and ViA Doctoral Grants” will be implemented by Ventspils University of Applied Sciences and Vidzeme University of Applied Sciences until 31 December 2029. The total budget of the project is 305324 euros, including 85% ERDF funding (EUR 259525.39) and 15% State budget funding (EUR 45798.60).

24.03.2025. Application for doctoral grant announced at Vidzeme University of Applied Sciences
The doctoral grant is a targeted competitive funding for doctoral research related to the successful development of a doctoral thesis. Grants are provided for at least 12 months to cover the following:
- a workload that does not exceed 50% of full-time work;
- a remuneration that does not exceed 1,300 euros per month, including the employer's mandatory state social insurance contributions for 50% of full-time work;
- research costs of 500 euros per month for the purchase of materials necessary for research, outsourcing costs, training costs and networking event costs, including business trips, conference participation fees and involvement in informative events.
Doctoral students of the doctoral study programs at Vidzeme University of Applied Sciences whose doctoral thesis topic corresponds to at least one area of specialization of the Smart Specialization Strategy (RIS3) can apply for the doctoral grant.
Doctoral grant applicants must submit an application in accordance with the regulations on the selection of doctoral grant recipients in the project “VeA and ViA Doctoral Grants” within one month from the date of publication of the advertisement – until April 23, 2025.
